Yes and it usually does. However, Vegas did a very great job at drafting players, and there are great players that get unprotected by the other teams.

When a new team comes into the league they have an expansion draft. Each team is able to protect a certain amount of players on their team and then the new team in the league picks one player from each team from the unprotected players.
